Director of Finance & IT

About the role

The Director of Finance & IT will join the senior management team of SCI MENAEE’s Country Office in Ramallah. This senior position provides strategic leadership over financial management and ICT governance, ensuring robust stewardship, compliance and operational efficiency across the country programme.

Key responsibilities

• Lead the finance and ICT functions as a core member of the senior management team, contributing to strategic planning, risk management and digital transformation.
• Maintain strong relationships with banks, government bodies and donors, representing the organisation in financial and audit matters.
• Oversee financial systems, accounting operations, budgeting, reporting and internal controls to ensure compliance with GAAP, SCI policies and donor requirements.
• Drive timely preparation and submission of financial reports to donors, global teams and authorities.
• Lead internal, external and donor audits, implement recommendations and achieve zero disallowances.
• Manage the Scheme of Delegation and segregation of duties across finance and ICT.
• Provide strategic oversight of ICT controls, data protection and adherence to global ICT standards without direct technical management.
• Act as the Finance Focal Point for fraud, safeguarding and investigations, ensuring policy compliance.

Required profile

• Extensive senior‑level experience in finance and ICT governance within the humanitarian or development sector.
• Proven ability to lead multi‑disciplinary teams and influence senior stakeholders.
• Strong knowledge of GAAP, donor compliance, audit processes and financial reporting.
• Excellent communication and partnership skills with donors, government and financial institutions.
• Willingness to work flexible hours and respond to emergency situations.
