Economic Empowerment & Livelihoods Consultant – Palestine

About the role

STOOS CONSULTING is seeking qualified experts to support economic empowerment, livelihoods, TVET, and MSME development programmes across the West Bank, East Jerusalem, and the Gaza Strip. The role involves designing, implementing, and assessing interventions that promote income generation, market access, and inclusive employment for vulnerable communities.

Key responsibilities

• Provide technical assistance for livelihood recovery, cash‑for‑work, and community‑based enterprises.
• Conduct labour market assessments, skills gap analyses, and employability training.
• Develop and deliver training curricula for TVET, entrepreneurship, and business coaching.
• Advise on MSME development, financial inclusion, and green‑job initiatives.
• Support monitoring, evaluation, and reporting of programme outcomes.

Required profile

• Relevant academic background (e.g., economics, development studies, education, business).
• Proven experience in humanitarian or development programmes focused on livelihoods, TVET, or MSME support.
• Familiarity with the socio‑economic context of Palestine, including conflict‑affected environments.
• Ability to work with diverse stakeholder groups, including women, youth, persons with disabilities, and displaced populations.
