Monitoring & Evaluation Team Leader – West Bank

About the role

The Monitoring & Evaluation Team Leader will head the M&E team within the Field Programme Support Office, providing strategic direction, supervision and technical guidance to ensure robust monitoring, evaluation and results‑based management across UNRWA programmes in the West Bank.

Key responsibilities

• Manage and supervise the Monitoring and Evaluation (M&E) team, providing strategic guidance and ensuring alignment with agency‑wide priorities.
• Develop, implement and update M&E policies, systems and procedures, and ensure lessons learned are integrated into programme design and decision‑making.
• Prepare and contribute to quarterly, semi‑annual and annual RBM reports, and support the design of project indicators, data collection plans and monitoring frameworks.
• Coordinate with project and emergency teams to conduct assessments, post‑distribution monitoring and field verification visits.

Required profile

• University degree in humanities, social sciences, business administration, public administration, management or a related field.
• At least six years of progressive experience in monitoring & evaluation, data analysis and results‑based management, including two years in a senior supervisory role.
• Residency in the West Bank or Jerusalem with a local ID is desirable.
• Fluency in English; knowledge of French is an asset.

Required skills

• Proficiency with data visualization and analytics tools such as Power BI or Tableau.
• Strong data analysis and reporting skills within M&E frameworks.
