Clinic Supervisor (Doctor) - Local Hire

About the role

Project HOPE, an international NGO, is recruiting a Clinic Supervisor (Doctor) to oversee clinical operations and service delivery in project-supported health facilities in Gaza under a funded healthcare project. The role ensures high-quality, safe, evidence-based care, supervises medical staff and supports their capacity building, with leadership in clinical governance, quality assurance and compliance with national and international standards. The position is advertised contingent on award: recruitment proceeds as part of organizational preparedness but no formal offer is made until funding is confirmed.

Key responsibilities

• Support a clinical culture reflecting humanitarian values, and supervise doctors, nurses and allied health professionals
• Advise program and operations leadership on service delivery strategies and quality improvement
• Ensure adherence to national treatment protocols, Project HOPE clinical guidelines and international standards of care
• Monitor clinical performance and patient outcomes, recommend corrective actions and integrate emergency medical response into routine operations
• Oversee clinical documentation, patient records and reporting, and prepare regular clinical reports for Gaza leadership, headquarters and donors
• Lead clinical audits, case reviews and continuous quality improvement, and support donor monitoring visits and health inspections
• Build staff capacity through coaching, mentoring and formal training, and manage performance through measurable objectives and feedback
• Manage staffing levels and competencies, and support recruitment, onboarding and professional development
• Support risk management, identify clinical and operational risks, and maintain clinical risk registers and incident reporting systems
• Integrate infection prevention and control, patient safety and ethical standards into clinic operations

Required profile

• Medical degree (MD or equivalent) with valid professional registration
• Minimum 3-7 years of progressive clinical experience, including supervisory responsibilities, preferably in humanitarian or emergency health settings
• Demonstrated leadership experience managing medical teams and supervising clinic operations
• Experience working with donor-funded health projects
• Fluency in English and Arabic

Required skills

• Strong knowledge of primary health care, emergency medicine and public health principles
• Excellent interpersonal, communication and analytical skills
