Senior Programme Manager

About the role

FHI 360 UK is seeking a Senior Programme Manager to lead the EPICS-COG programme in the West Bank and Gaza. Based in Ramallah with frequent travel to Jerusalem, the role will ensure the programme delivers improved accountability and service delivery for the Palestinian Authority’s Centre of Government.

Key responsibilities

• Manage day‑to‑day programme operations, reporting, compliance and finance.
• Serve as the primary point of contact for the UK FCDO on programme matters.
• Support the Team Leader in developing operational plans, workplans and budgets.
• Identify, manage and mitigate strategic, operational and fiduciary risks.
• Ensure safeguarding procedures are in place and adhered to.
• Maintain compliance with FCDO and Palestinian Authority regulations.
• Lead a team of programme management, administration and finance staff.
• Oversee procurement, contract management, asset management and delivery‑chain mapping.
• Produce financial and progress reports, ensuring strong financial controls and value for money.

Required profile

• Proven experience in senior programme management, compliance and financial oversight in a development or humanitarian context.
• Ability to work closely with senior leadership and multi‑disciplinary teams.
• Strong understanding of governance, risk and procurement processes.
• Willingness to travel regularly between Ramallah and Jerusalem.
• Excellent communication skills for stakeholder engagement with donors, civil society and government partners.
