Human Resources Manager

About the role

The Human Resources Manager will provide strategic leadership and operational oversight for all HR functions within Terre des hommes Palestine. Reporting to senior management, the role ensures the delegation is staffed with qualified, motivated personnel who contribute to improving the lives of children and families.

Key responsibilities

• Develop and implement local HR strategies aligned with the global People Strategy.
• Lead workforce planning, recruitment, performance management and staff development.
• Ensure compliance with local labor law, internal policies, child safeguarding standards and the Global Code of Conduct.
• Oversee payroll, leave administration, contract management and benefits administration.
• Build capacity of mission‑level HR staff and promote a safe, respectful work environment.
• Act as trusted advisor to senior leadership and line managers on people‑management best practices.

Required profile

• Proven experience in HR management, preferably in humanitarian or international development settings.
• Strong knowledge of Palestinian labor legislation and HR compliance.
• Ability to lead a team, drive strategic HR initiatives and support staff engagement.
• Familiarity with child safeguarding principles and organizational values.
