Partnership Manager – Palestine

About the role

The Norwegian Refugee Council is seeking a strategic Partnership Manager to lead its partnership portfolio in Palestine. You will drive localisation initiatives, manage the full partnership cycle, and represent NRC in coordination forums.

Key responsibilities

• Implement localisation strategy across programmes.
• Provide strategic and technical leadership for partnership programming, integrating partners throughout the project cycle.
• Develop and maintain partnership systems, tools, guidelines, and procedures.
• Identify capacity‑building priorities with partner organisations, create joint plans and monitor progress.
• Build and nurture relationships with local NGOs, civil society, public institutions, academia and the private sector.
• Ensure partnership management complies with NRC policies, humanitarian principles, donor requirements and partnership standards.
• Lead people management functions including performance, recruitment, induction, development and duty of care.
• Represent NRC in relevant partnership coordination platforms and promote safeguarding and anti‑corruption standards.

Required profile

• Senior‑level experience in an NGO or international organisation.
• Proven expertise in grants management, partnership coordination or related fields.
• Experience working in complex humanitarian contexts, preferably in Palestine or the Middle East.
• Fluency in English and Arabic, both written and spoken.
