About the role

The Senior Manager, Country HR & Administration leads all human‑resources functions for International Medical Corps’ country program. This senior position supports both emergency response and development projects, ensuring HR operations align with local labor laws and organizational policies.

Key responsibilities

• Coordinate HR activities during emergency responses, from office start‑up to full operational status.
• Partner with country leadership to develop and implement a country‑wide HR strategy.
• Serve on the Country Senior Management Team, providing expert HR guidance.
• Manage HRIS data, payroll processing, and generate reports for decision‑making.
• Design and enforce HR policies, safeguarding measures, and benefits administration.
• Contribute to proposal design, organizational structuring, and staffing plans.

Required profile

• Proven senior HR leadership experience in humanitarian or international development settings.
• Strong knowledge of local labor legislation and compliance requirements.
• Experience managing both national and international staff.
• Ability to operate effectively in fast‑paced emergency environments.
