Protection from Violence Specialist

About the role

The Norwegian Refugee Council (NRC) is seeking a Protection from Violence Specialist to lead the strategic direction, quality, fundraising and advocacy of its PfV programme in Palestine. The role will mentor and build capacity of PfV teams across the West Bank and Gaza, ensuring high‑impact protection services for vulnerable populations.

Key responsibilities

• Analyse response data and produce concise protection reports for internal and external stakeholders, highlighting trends and concerns.
• Collaborate with access, advocacy and other internal partners to promote integrated, multi‑sectoral analyses and responses.
• Maintain strategic relationships with Regional Protection and Thematic Advisors to align in‑country programming with global guidelines and SOPs.
• Ensure that technical standards, guidance notes and resources for protection of civilians meet NRC global standards and are adapted to each Area Office.
• Assess training needs of PfV teams, develop and implement a capacity‑building plan, create training materials, and roll‑out training to Civilian Self‑Protection and Individual Response Services teams.
• Undertake any additional tasks required to support programme success.

Required profile

• Qualified and motivated professional with extensive experience in protection, capacity building, strategy development and programme quality.
• Proven leadership in humanitarian settings, able to mentor and train diverse teams.
• Strong analytical skills and ability to produce evidence‑based reports.
• Excellent collaboration and advocacy abilities.
