Risk and Compliance Manager

About the role

Project HOPE, an international NGO active in more than 25 countries, is hiring a Risk and Compliance Manager for its Gaza operations. The role oversees the Ethics and Compliance program, ensuring adherence to donor requirements, legal and contractual obligations and organizational policies. It reports to the Chief Compliance Officer and General Counsel and leads the identification and assessment of compliance risks, strengthening internal controls and implementing training and mitigation measures.

Key responsibilities

• Manage the compliance program: implement the Code of Ethics, maintain the compliance framework and annual monitoring plan, and report findings to Country and Regional Management.
• Support the Gaza Sanctions Compliance Program and oversee due diligence and background screening of staff, vendors and stakeholders.
• Run the local compliance hotline, investigate reported violations and refer programmatic complaints to the MEAL team.
• Identify operational, legal and reputational risks, design internal controls and follow up on audit recommendations.
• Deliver training on the Code of Ethics, compliance policies, sanctions and investigation procedures.

Required profile

• Degree in law, finance or another accredited field in Palestine preferred.
• 7-10 years of related experience, including 3+ years in international development with compliance program management and investigations in humanitarian or emergency relief settings.
• Knowledge of US government grants, US sanctions and anti-corruption laws; USAID and BHA grant experience is a plus.
• Fluent in Arabic and English; previous foreign travel and willingness to travel within the region.
• Ability to work in a typical office environment, with possible hardship deployments and emergency travel.
