Budget Officer (Fixed‑Term) – Finance Department, West Bank

About the role

The United Nations Relief and Works Agency (UNRWA) is seeking an experienced Budget Officer on a fixed‑term basis for its Field Office in the West Bank. The role is open to internal candidates and reports to the Deputy Head of the Field Finance Office.

Key responsibilities

• Oversee the field budget operation for programme budgets and external grants, ensuring compliance with UNRWA instructions and allocated funds.
• Supervise the review, checking and adjustment of budget estimates and manage reporting and monitoring of budget data.
• Prepare forecasts, evaluation reports and consolidate related estimates; certify availability of funds and issue sub‑allotment advice on Imprest Funds.
• Lead, monitor and evaluate the performance of assigned staff, providing technical guidance and training as needed.
• Contribute to the development of annual work plans, guidelines, monitoring tools and improvement of finance processes and manuals.
• Coordinate the budget preparation process, circulate headquarters instructions and ensure timely submission of estimates.
• Review budget and expenditure data on a monthly/quarterly basis, report significant variances and participate in quarterly budget reviews.

Required profile

• Proven experience in budget management and financial reporting within an international or UN environment.
• Demonstrated supervisory experience, capable of leading a small team of budget professionals.
• Strong knowledge of UNRWA financial rules, procedures and budgeting guidelines.
• Ability to work collaboratively with finance officers, programme staff and headquarters.
