Chief of Finance – MD Division (ML Level)

About the role
The MD Chief of Finance leads the Finance Division of UNRWA, reporting directly to the MD Director. The role ensures that all financial, accounting and treasury policies comply with IFRS, IAS and UNRWA technical instructions, while supporting the agency’s mission across the occupied Palestinian territories.
Key responsibilities
- Standardise and update financial, accounting and treasury policies in line with IFRS, IAS and UNRWA regulations.
- Oversee financial projection, cash‑flow monitoring, liquidity management and operational funding requirements.
- Participate in executive management decisions and report financial performance to senior management, donors and regulatory bodies.
- Lead and develop finance and accounts staff at headquarters and field locations, fostering teamwork and capacity building.
- Manage capital assets, asset registry, donated and revolving loan funds, and advise on investment strategies.
- Develop, monitor and mitigate the department’s financial risk profile, safeguarding assets.
- Prepare and submit annual and quarterly financial statements and ad‑hoc reports, addressing auditor findings.
Required profile
- Advanced university degree (Master or equivalent) in business, finance, accounting or management.
- Minimum 10 years of finance management experience, including at least 5 years in a senior role within a large governmental or international organisation.
- Training in microfinance management and proven experience with IAS, IFRS and CGAP standards.
- Fluent in written and spoken English and Arabic.

What we offer
- Fixed‑term appointment for 1 year, grade ML7.
- Monthly basic salary $2,243.60 plus a special occupational allowance of 90 % of the basic salary.
- Provident Fund contribution (15.4 % of basic salary), compulsory medical insurance, 30 days annual leave and dependency allowance.
- Additional benefits: sick leave, 14 weeks maternity leave, 2 weeks paternity leave.
