Programme Analyst – Assurance (Gaza)

About the role

The Programme Analyst (Assurance) provides second‑line programme support and assurance for UNDP’s Programme of Assistance to the Palestinian People (PAPP) in Gaza. Working under the Head of Gaza Sub‑Office and the Head of Programme, the incumbent will help coordinate, quality‑assure and manage risk across the Gaza portfolio amid a complex humanitarian emergency. The role ensures that programme design, implementation and reporting align with UNDP corporate standards, donor commitments and the operational realities on the ground.

Key responsibilities

• Ensure programme assurance and quality control for the Gaza portfolio, reviewing project documents, work plans, budgets, procurement plans and partner arrangements for consistency with PAPP priorities and UNDP policies.
• Conduct risk‑based quality assurance, follow up on audit findings, spot‑checks, monitoring, safeguards, HACT and donor recommendations, and propose corrective actions.
• Strengthen portfolio coherence by facilitating coordination across governance, basic services, economic recovery, infrastructure, and cross‑cutting functions to reduce duplication and promote integrated programming.
• Support the Head of Gaza Programme in translating corporate and strategic direction into practical guidance for project teams.
• Provide implementation support to high‑priority projects, assisting project managers with planning, sequencing, monitoring, and addressing operational constraints such as access and partner capacity.
• Lead portfolio monitoring and reporting, consolidating inputs for results reporting, donor requirements, management dashboards and evidence‑based decision‑making.
