Social Protection Financing & Resource Mobilization Consultant (Part‑time, 6 months)

About the role

The World Food Programme is seeking a part‑time consultant to support the Ministry of Social Development in the West Bank and Gaza on financing and resource mobilisation for its 2025‑2027 Social Protection Strategy. The consultant will work from the WFP Palestine office in Ramallah for an initial six‑month period, renewable based on performance.

Key responsibilities

• Analyse the current social protection financing landscape and identify gaps relative to national priorities.
• Develop and propose systematic resource‑mobilisation approaches aligned with the Shock‑Responsive Social Protection protocol.
• Prepare financing strategies, proposals and briefing notes for donors and partners.
• Coordinate with WFP, the Joint SDG Fund programme and other stakeholders to ensure coherence of financing plans.
• Support monitoring and reporting on the implementation of financing actions.

Required profile

• Proven experience in social protection financing and resource mobilisation, preferably in the West Bank, Gaza or similar contexts.
• Strong understanding of national development priorities and institutional capacities.
• Ability to work independently and deliver high‑quality analytical outputs.
