Human Resources Officer (Services) – Fixed Term

About the role

The Human Resources Officer (Services) will manage a portfolio of HR services for UNRWA's Field Office in the West Bank. Reporting to the Senior Human Resources Officer (Services), the incumbent will supervise staff, ensure compliance with UNRWA policies, and support the delivery of HR operations.

Key responsibilities

• Manage the assigned HR services portfolio, providing supervision, coaching, guidance and technical training to staff.
• Oversee appointment records, contracts, leaves, allowances, retirements and separations for new and temporary staff, ensuring compliance with Agency rules.
• Supervise Group Medical Insurance (GMI) operations where applicable.
• Authorize Personnel Action Forms and related documents, review and approve HRM transactions including payroll elements, separation benefits and provident fund.
• Prepare statistical and other HR reports for the portfolio.
• Provide coverage for the other HR Officer in the Human Resources Services Division during absences.
• Perform any other duties assigned by the supervisor.

Required profile

• Experience supervising professional and general‑services staff.
• Ability to manage a comprehensive HR services portfolio.
• Knowledge of UNRWA HR rules, regulations, policies and directives.

Required skills

• Proficiency with the Human Resources Management (HRM) system.
• Experience administering Group Medical Insurance (GMI) programmes.
