Finance & HR Manager – Gaza

About the role

The Finance & Human Resources Manager will lead the administration, finance and HR functions of the Gaza base, ensuring compliance with donor requirements and Solidarités International internal procedures. The role is critical for maintaining sound financial management, budget monitoring and the implementation of HR policies in a challenging, volatile environment.

Key responsibilities

• Manage the admin department, overseeing accounting operations, cash management and financial reporting.
• Monitor budget utilization, prepare financial reports and support program managers with budget follow‑up.
• Ensure strict compliance with donor regulations and internal financial procedures.
• Implement and supervise Solidarités International’s Human Resources policy at the base.
• Coordinate with local partners and navigate the complexities of the Palestinian financial and banking system.

Required profile

• Proven experience managing finance and HR functions in an NGO or humanitarian context.
• Strong knowledge of donor compliance, budgeting and cash management.
• Ability to work effectively in a highly volatile, emergency‑driven environment.
• Familiarity with the administrative and financial procedures specific to the Palestinian context.
