Finance Officer

About the role

Project HOPE, an international NGO focused on global health, is hiring a Finance Officer in Gaza. The officer supports day-to-day financial operations for funded projects under the supervision of the Finance Coordinator, ensuring accurate payments, proper documentation and compliance with Project HOPE's financial procedures and donor requirements. The position is advertised contingent on award, with no formal offer until funding is confirmed.

Key responsibilities

• Process payments and transfers timely and in line with internal procedures and donor regulations, with complete documentation and coordination with vendors and authorities.
• Maintain accurate financial records, update cashbooks daily, reconcile bank accounts regularly and keep a clear filing system.
• Record procurement transactions, support audits and ensure compliance with donor regulations and internal financial policies.
• Track project budgets and expenditures, prepare budget control tools and submit donor financial reports, monthly statements, pipelines and cash projections.
• Support program and grant teams with daily finance operations, obtain preapprovals and coordinate with logistics, program and sub-grantee finance staff.
• Take part in internal coordination meetings, follow internal financial controls and carry out additional finance duties assigned by the Finance Coordinator.

Required profile

• Bachelor's degree in Finance, Accounting, Business Administration or a related field.
• At least 3 years of experience in finance or accounting, preferably in NGO or humanitarian settings.
• Basic understanding of donor-funded project finance.
• Able to communicate verbally and in writing and to travel internationally, including to countries with hardship conditions.

Required skills

• Experience with vouchers, payments and accounting software such as QuickBooks, NetSuite or similar ERP systems.
• Good communication and coordination skills.
