Job description
About the role
Project HOPE, an international NGO, is looking for a Gender-Based Violence (GBV) Coordinator to lead and coordinate GBV prevention and response activities under a funded healthcare project in Gaza. The role ensures safe, ethical and survivor-centred services, including case management, community awareness and referral systems, and strengthens local capacity in a complex humanitarian context. The position is advertised contingent on award: recruitment proceeds as part of preparedness but no offer is made until funding is confirmed.
Key responsibilities
- Lead planning, implementation and supervision of GBV activities in Gaza, develop workplans and activity schedules, and ensure case management, referral pathways and survivor support are in place.
- Monitor service delivery indicators, integrate emergency GBV response into routine operations, and take part in proposal development.
- Oversee compliance with Project HOPE guidelines, donor requirements and national GBV policies, and report accurately and timely to Gaza leadership, headquarters and donors.
- Maintain confidential survivor records, lead assessments, monitoring visits and quality improvement, and support donor monitoring visits and external evaluations.
- Build capacity of GBV staff through training, mentoring and supportive supervision, and manage the GBV team's staffing levels, recruitment, onboarding and performance.
- Support MEAL procedures (data management, needs assessment, PMTs), budget management, follow-up and financial monitoring, and procurement of materials.
- Apply a risk management approach, maintain risk registers and incident reporting, and ensure safeguarding, protection and confidentiality standards are followed.
Required profile
- Bachelor's degree in Social Work, Psychology, Gender Studies or a related field; Master's degree preferred.
- 3-7 years of progressive experience in GBV prevention and response, preferably in humanitarian or emergency contexts.
- Experience managing GBV teams and supervising service delivery, and a track record of national staff capacity building.
- Experience with community leaders and community committees, and with group activities.
- Ability to travel internationally and to work in countries classified as "hardship".
Required skills
- Case management, community-based GBV interventions and referral systems.
- PSEA and safeguarding policies and reporting mechanisms.
- IASC Guidelines on GBV in Emergencies and integration of GBV into primary health care.
- Assessment, design and delivery of GBV programmes.
