Operations Support Officer (P3) – West Bank

About the role

The United Nations Relief and Works Agency (UNRWA) is seeking two Operations Support Officers (P3) for its West Bank field office. Reporting to the Protection Team Leader, the incumbent will lead sub‑thematic protection programmes, develop strategies and ensure that all eligible Palestine refugees have access to UNRWA services.

Key responsibilities

• Lead the design and implementation of protection‑related strategies and action plans.
• Draft guidance documents, SOPs and policies on protection topics and provide input to agency-wide standards.
• Provide expert advice and technical support to the field office on protection issues, including training delivery.
• Coordinate with programme teams to integrate best practices and promote referrals.
• Conduct field monitoring of protection threats, document violations of international humanitarian, human rights and refugee law, and inform advocacy responses.
• Engage with community representatives, local authorities and NGOs to strengthen community relations and support at‑risk refugee populations.
• Undertake quarterly integrated assessments of UNRWA installations against protection and humanitarian principles.

Required profile

• Demonstrated experience in protection programming, policy development and advocacy within humanitarian contexts.
• Strong knowledge of international humanitarian law, human rights and refugee law.
• Proven ability to lead multi‑stakeholder coordination and deliver training sessions.
• Excellent analytical, drafting and reporting skills.
• Commitment to UNRWA’s mission and the welfare of Palestine refugees.
