ICLA Project Manager – Gaza

About the role

We are seeking an experienced senior project professional to lead the Information, Counselling, and Legal Assistance (ICLA) portfolio in the Gaza Strip. The ICLA Project Manager will ensure high‑quality, timely implementation of legal assistance activities and contribute to programme development across the country.

Key responsibilities

• Provide strategic and technical leadership to the ICLA portfolio, shaping country and area strategies, funding proposals, and project design.
• Lead and manage ICLA projects, delivering against objectives, timelines, budgets, quality standards, risk parameters and donor requirements.
• Coordinate and engage with external partners, including the Gaza Protection Consortium, Legal Task Force, Shelter Cluster, donors, local authorities and other humanitarian stakeholders.
• Manage and develop ICLA teams and partnerships, delivering line management, capacity building, performance management and technical support.
• Strengthen programme quality, accountability and learning through oversight of case management, monitoring and evaluation systems, data management and digital ICLA platforms.
• Promote integrated and principled programming in collaboration with protection, M&E, Grants, Finance, HR, Logistics and Compliance teams.

Required profile

• University degree in a relevant field, preferably Law.
• At least 3 years of senior‑level project implementation experience, ideally in humanitarian/recovery, legal assistance, partnerships or civil‑society strengthening.
• Relevant legal expertise and demonstrated technical experience aligned with ICLA work.
• Legal eligibility to work in Gaza, Palestine (no visa sponsorship available).
