Human Resources Officer (Services) - Fixed Term

About the role

UNRWA, a UN agency providing assistance and protection to Palestine refugees, is recruiting a Human Resources Officer (Services) for its West Bank Field Office. The post reports to the Senior Human Resources Officer (Services) and supervises professional and general services staff. It is a fixed-term appointment of 1 year including a 1-year probation, with possible extension depending on funds, performance and need.

Key responsibilities

• Manage the services and activities of the assigned portfolio, supervise staff, coach them and allocate work
• Supervise appointment records, temporary staff, leaves, allowances, retirements and separations, ensuring compliance with agency rules
• Oversee the Group Medical Insurance (GMI) operations, as applicable
• Check and sign Personnel Action Forms and approve HRM transactions such as payroll elements, separation benefits and provident fund
• Prepare HR statistical and other reports, and cover another HR Officer during absence

Required profile

• University degree in human resource management, business, public administration or a related field
• Five years of relevant experience in HR management in an international, governmental or commercial organization; three years at a supervisory level is desirable
• English and Arabic at UN Level II reading, writing and listening, and Level III speaking
• Resides in the West Bank or Jerusalem and holds a valid work permit for the duty station

Required skills

• Excellent knowledge of MS Office, the Internet and office technology equipment
• Functional competencies: leading and supervising, relating and networking, analyzing, planning and organizing, coping with pressure

What we offer

• Grade 15, basic salary of USD 1,592.60 per month (payable in JD)
• Jerusalem allowance, provident fund contribution (15.4%), compulsory medical insurance, 30 days annual leave and dependency allowance
• 2 days sick leave per month, 14 weeks maternity leave and 2 weeks paternity leave
