MEAL Manager – Palestine

About the role

The Norwegian Refugee Council (NRC) is seeking an experienced Monitoring, Evidence, Accountability and Learning (MEAL) Manager to lead the strategic direction and quality assurance of MEAL functions in its Palestine country office. The role will design and implement MEAL strategies, SOPs and budgets, ensuring compliance with NRC’s standards and supporting evidence‑based programme decisions.

Key responsibilities

• Design and implement MEAL strategies, tools, theories of change and indicators in collaboration with programme and advocacy teams.
• Develop and approve logframes during programme design and proposal development.
• Contribute to country‑level procedures, policies and guidance to embed MEAL across the mission.
• Promote MEAL as a strategic priority, supporting programme specialists in using MEAL data for decision‑making.
• Lead the country learning agenda and evaluation planning to inform programme and strategic decisions.
• Provide technical support and capacity building to partners and internal staff on MEAL systems and methodologies.

Required profile

• Significant experience managing MEAL functions in humanitarian or development settings.
• Proven ability to design and operationalise MEAL strategies, SOPs and budgets.
• Experience working with partners and delivering capacity‑building activities.
• Strong analytical mindset with the ability to translate data into actionable insights.
• Eligibility to work legally in Palestine.
