Senior State Security Expert (EU Project)

About the role

We are seeking a Senior Non-Key Expert in State Security to provide rapid, flexible, and high‑quality technical assistance for the EU‑funded “Egypt Downtown Facility” project. The role focuses on security policy, institutional cooperation, security‑sector analysis, counter‑terrorism, cybersecurity, border security, organised crime, and related challenges.

Key responsibilities

• Support technical assistance assignments covering security policy, institutional cooperation, and sector analysis.
• Conduct security assessments, policy reviews, institutional diagnostics, and strategic analyses.
• Facilitate cooperation and policy dialogue between public authorities, international organisations, and external partners.

Required profile

• Master’s degree in security studies, international relations, political science, law, criminology, defence studies, or a related field.
• Minimum 7 years of professional experience in security policy, institutional cooperation, or security‑sector analysis.
• Proven experience in counter‑terrorism, cybersecurity, border security, organised crime, or similar security threats.
• Strong knowledge of EU security policies and international cooperation frameworks.
• Fluent English (C1); Arabic highly desirable.
• Experience in Egypt or the MENA region is a plus.
