Community Engagement and Accountability Officer (Limited Duration Contract)

About the role

The Community Engagement and Accountability Officer (CEA Officer) will be based at the West Bank Field Office of UNRWA. Reporting to the Deputy Director of Programmes, the officer provides technical and strategic guidance on accountability and community engagement across all programmes.

Key responsibilities

• Lead the development, implementation and regular review of the field‑level Accountability to Affected Populations (AAP) Action Plan.
• Chair the AAP Working Group, ensuring monthly meetings, documentation and follow‑up actions.
• Provide strategic and technical guidance to programme staff on community engagement, feedback mechanisms and conflict‑sensitive analysis.
• Supervise the Community Feedback and Complaints (CFM) Admin Coordinator and provide functional supervision to AAP focal points.
• Represent UNRWA in inter‑agency AAP coordination forums as required.
• Support the institutionalisation of AAP processes across the field office.

Required profile

• Experience in community engagement and accountability within humanitarian or development contexts.
• Knowledge of AAP standards and practices.
• Ability to provide technical and strategic guidance to multidisciplinary teams.
• Experience supervising staff and coordinating multi‑stakeholder working groups.
