About the role
An experienced, motivated Monitoring, Evidence, Accountability, and Learning (MEAL) Manager will lead the strategic direction and quality assurance of MEAL in the NRC country office. The role designs and implements strategy, SOPs and budgets to ensure NRC’s MEAL standards are met and exceeded.
Key responsibilities
- Support design of theories of change, MEAL tools and indicators with programme and advocacy teams.
- Develop and sign‑off logframes during programme design and proposal development.
- Contribute to CO‑level procedures, policies and guidance to institutionalise MEAL.
- Promote MEAL as a strategic priority and support programme specialists in using MEAL data.
- Provide partners with best MEL practice, ensuring alignment of systems and accurate reporting.
- Institutionalise learning moments, analyse data and support managers in evidence‑based decision making.
- Act as in‑country focal point for digital programme systems, ensuring compliance with data‑governance frameworks.
- Engage with global MEAL units to adapt good practices and feed CO experience into global learning.
Required profile
- Minimum 6 years of MEAL experience, including managerial experience, preferably in emergency or post‑conflict settings.
- Bachelor’s degree in Statistics, Information Systems Management, Social Sciences, Development Studies or related field.
- Strong understanding of MEAL principles, quantitative and qualitative methods, and experience with mobile/online data collection.
- Experience coordinating with UN system, INGOs, donors and local authorities at field level.
- Advanced spoken and written English and familiarity with the political and humanitarian context in Palestine.
