Monitoring and Evaluation Advisor

About the role

All Hands and Hearts is seeking an experienced Monitoring and Evaluation (M&E) Advisor to design and lead M&E systems for its nutrition response in Gaza. The role focuses on ensuring reliable data, accountability, and learning in a fast‑changing humanitarian environment.

Key responsibilities

• Design and roll out the M&E framework for the Gaza nutrition program, including results frameworks, indicator sheets and performance monitoring plans.
• Establish post‑distribution monitoring, commodity tracking and verification processes to confirm assistance reaches intended beneficiaries.
• Develop data collection tools, lead mobile data platform use, and ensure data quality, security and beneficiary protection.
• Lead needs assessments, baseline and endline surveys, and manage external evaluations as required.
• Produce timely reports and dashboards for leadership and donors, documenting lessons learned for program adaptation.
• Represent the organization in inter‑agency information management groups and contribute to cluster reporting.
• Train and mentor field staff on M&E methods, ethical data practices and mobile data collection.
• Contribute M&E plans, indicators and budgets to donor proposals.

Required profile

• Master's degree in Monitoring and Evaluation, Statistics, Public Health, Development Studies, Social Sciences or related field.
• 8–10 years of M&E experience, with at least 5 years in humanitarian or emergency settings.
• Demonstrated expertise in designing M&E systems, quantitative and qualitative methods, and donor reporting.
• Fluency in Arabic and English (written and spoken).
• Willingness to undergo background and security checks and commitment to neutrality.
