Supply Chain Manager - Procurement

About the role

Project HOPE, an international NGO with more than 1,000 employees and volunteers, is hiring a Supply Chain Manager - Procurement for its Global Health division in Gaza. The role manages and implements procurement operations for Project HOPE-funded projects in Gaza, under the supervision of the Supply Chain Director. It covers operational management, contract execution, vendor coordination and compliance monitoring, while strategic direction, policy approval and high-level oversight remain with the Director. The position is advertised contingent on award, so no formal offer is made until funding is confirmed.

Key responsibilities

• Manage day-to-day procurement activities according to approved procurement plans, including purchase requests, RFQs, ITBs and RFPs, and timely issuance of purchase orders.
• Ensure compliance with organizational policies and donor requirements, maintain audit-ready files, support audits, and uphold confidentiality and ethical standards.
• Maintain supplier databases, support supplier vetting and due diligence, monitor supplier performance, and identify alternative suppliers when needed.
• Act as focal point for coordination with Program, Finance and Logistics teams, align procurement with approved budgets, and coordinate with warehouse and logistics on receipt verification.
• Maintain procurement trackers and dashboards, prepare performance reports, flag risks and delays, and propose mitigation measures.

Required profile

• Bachelor's degree in Procurement, Supply Chain Management, Business Administration or a related field; Master's preferred.
• Minimum 7 years of procurement experience, preferably in humanitarian or NGO settings.
• Experience in restricted or high-risk operating environments is an asset.
• Fluency in English and Arabic is required.

• Strong organizational and coordination skills, ability to work under pressure and handle multiple actions at once.
• Good communication and negotiation skills.
• Able to travel internationally, including to countries with hardship working conditions.
